Timothy K. Garfield specializes in the representation of school districts and colleges in all legal matters relating to their operations, transactions and related litigation. He also represents California public agencies in labor, business and property matters. He is a 1971 graduate of the University of Southern California School of Law, where he was Managing Editor of the Southern California Law Review.
He serves as Managing Editor of the Higher Education Law Bulletin. He served as Deputy County Counsel for the County of San Diego (1971-79), where he devoted most of his practice to education law. In 1979, he co-founded the firm that became Worley, Schwartz, Garfield & Rice.

r. Garfield serves on the Board of Directors of the Foundation for Educational Achievement, and on the Board of Trustees of Cogswell Polytechnical College in Sunnyvale, California. He was admitted to the California Bar in 1972. |
